Isle of Man Regulator Appoints Nicola Libreri as Deputy CEO
According to CEO Rutherford, the deputy CEO will continue to drive forward initiatives to support the sector’s understanding of emerging risks

The Isle of Man Gambling Supervision Commission (GSC) has named the experienced Nicola Libreri as its new deputy chief executive officer. Her appointment comes a few months after the regulator designated Mark Rutherford as its new CEO.
The New Deputy CEO Is an AML Veteran
According to the announcement, Libreri has been a part of the GSC since 2018. Prior to her current promotion, she served as a senior inspector and was tasked with reinforcing the oversight of the GSC’s AML/CFT division. In this role, Libreri helped the regulator make significant AML and CFT-related investments and strengthen its AML/CFT team.
For context, Libreri holds an ICA Diploma in AML/CFT, an ICA Diploma in Governance, Risk and Compliance and is blockchain analysis trained. She also boasts significant experience in AML/CFT outreach.
Some of her latest endeavors saw her working with the Council of Europe in Serbia to deliver training on robust AML/CFT regulatory frameworks.
As deputy CEO of the Isle of Man gaming regulator, Libreri will advance the body’s AML/CFT targets. She will furthermore continue to champion transparency and cooperation in the war on financial crime.
CEO Rutherford Hailed Libreri’s Appointment
The appointee’s promotion was hailed by CEO Rutherford who said that he is delighted to have Libreri as his deputy. He lauded her previous efforts in strengthening the GSC’s AML/CFT oversight. According to him, the deputy CEO will continue to drive forward initiatives to support the sector’s understanding of emerging risks.
Her role will be key to strengthening the GSC’s focus on collaboration, using data and intelligence in coordination with other agencies to prevent criminals from exploiting the sector or the jurisdiction.

Rutherford concluded that he is looking forward to Libreri leveraging her AML/CFT experience to make further supervisory advancements and help the GSC meet emerging threats and challenges.
GSC Continues Its AML Efforts
The GSC’s seemingly AML/CFT-focused strategy is consistent with the Isle of Man’s broader efforts to protect the local online gaming sector from financial crime.
Earlier this year, the Isle of Man government asserted that online gaming as a whole has been “the center point of an increasingly complex and sophisticated criminal landscape” in East and Southeast Asia. Because of that, it urged increased vigilance and further AML amendments.
The island’s direction is mostly consistent with earlier recommendations of the Financial Action Task Force (FATF).
