KSA to Increase Oversight of Ads and Duty of Care in 2025
The KSA said that it will provide additional guidance on gambling ads later in 2025

The Dutch Gaming Authority, Kansspelautoriteit/KSA, is set to double down on its efforts to prevent minors from gambling and penalize operators that violate its duty of care and advertising rules. The regulator regretted seeing a high number of violations in 2024 and vowed to expand it supervision.
The Regulator Wants to Ensure Duty of Care Is Followed
In an official statement, the KSA said that 2025 will be a year of increased supervision. The regulator said that it will turn extra attention to a number of areas and ensure that gambling companies are abiding by its rules.
In its Supervision Agenda for 2025, the Dutch regulator outlined four main areas that deserve more attention. The first of them were minor players, which continue to be illegally targeted by ads or allowed to gamble. Because of that, the KSA will make sure to identify and crack down on instances of underage gambling.
Additionally, the KSA will ensure young adults are not bombarded with ads that incentivize them to play. Although young adults are allowed to gamble, they must not be targeted by ads as they are considered to be a vulnerable group.
Secondly, the KSA will continue to carefully examine the online casino sector as it has done so far. Another main focus of the Dutch authority’s efforts for the year will be ensuring that physical operators are fulfilling their duty of care.
KSA to Scrutinize Ads and Promotions
In the meantime, the KSA will put an additional emphasis on illegal gambling promoters. Weeding out offshore companies has been a primary focus of the Netherlands ever since the country regulated its online casino sector. To that end, the country will continue to crack down on prohibited advertising by affiliate companies and promotions by influencers.
Last, but not least, the KSA will continue to uphold the Dutch gambling ads regime. Last year, the country’s advertising rules were tightened, resulting in a fairly high number of violations. Because of that, the gambling regulator vowed to expand its supervision of ad-related compliance.
The KSA concluded that it will provide additional guidance on gambling ads later in 2025.
The KSA Maintains Its Oversight of the Market
In other news, the KSA just issued regulatory action against Alimaniere Sociedad De Responsabilidad Limitada, a Costa Rica-based gambling operator, which is said to have operated without possessing the necessary license.
As a result, the KSA issued a $1.09 million fine in line with its strict oversight of the Dutch market.
On the following day, the KSA followed up with a penalty order against the organizer of illegal bingo games. The company not only did not possess a license but was also a repeat offender that offered larger prizes than the permitted maximum.
